Earlier today the PAC-12 announced it will not expand at this time:

Don Williams of the Lubbock Avalanche-Journal reported that Kirby Hocutt, Texas Tech’s AD, Mack Rhoades, Kansas’s chancellor and Iowa State’s president are on a committee exploring expansion.
I’ll do a deeper-dive on this, but it would make sense for the Big 12 to add at least two schools. BYU no longer has opposition from Texas. UCF has grown a ton. Memphis is in a major American city as is Cincinnati. If the Big 12 adds four, those are the best picks. Maybe Colorado State, Boise State or San Diego State would draw attention too.
Like last time, Houston would be a terrible addition for the league’s members. The Big 12 already has a strong Texas contingent with Baylor, TCU and Texas Tech. Those schools shouldn’t want to elevate Houston. Oklahoma State doesn’t need to recruit against them, and do Kansas or West Virginia want to be in a league with another school recruiting Texas well?
